France Urged to Pay Back $40 Billion Ransom to Haiti

A group of prominent academics and activists published an open letter calling on France to repay an "independence debt" it imposed nearly 200 years ago after Haiti successfully won independence from France. Haiti was forced to pay France around 90 million gold francs up until World War II, which after interest and inflation is valued today at up to $40 billion. Barely days after the creation of the Republic of Haiti, Jean-Jacques Dessalines published a decree in which he announced his intention to devote part of the nations meager post-war budget to securing the emancipation of formerly enslaved human beings. Many American slave ship captains collected the 40 dollars payment Dessalines had reserved for the release of each formerly enslaved person who sets foot on Haitian soil.
The actual proclamation, dated January 14, 1804, reads
as follows: « Liberté où la mort! Gouvernement dHaiti,
Quartier général, le 14 janvier 1804, première année
de lindépendance dHaiti. Le gouverneur-général,
considérant quun grand nombre de noirs et dhommes de couleurs
supportent, aux Etats-Unis, toutes sortes de privations, parce quils nont
pas les moyens de retourner en Haiti, décrète quil sera
compté aux capitaines de navires américains la somme de quarante
piastres pour chaque individu quils pourront ramener dans le pays. Ce
décret sera imprimé, publié, aussitôt expédié,
et une copie en sera immédiatement envoyés au Congrès des
